How to calculate speed?

shortly if anyone needs context, in the manga yuragi sou no Yuuna-san, the main character and one of the heroines, Oboro, fell under the influence of the ability "divine speed" of the latter, and she lost control over it and could not cancel. and it was stated that it would take years for this technique to stop.

so, what kind of speed can they be given if no one else has moved during the entire time that they were in this technique? they were fully asleep, but it was still night outside, and the characters, even moving at massive hypersonic speeds, also remained static, even when they were standing next to them for quite a long time.
and this is precisely the speed, not the slowing down of time or its stopping.
 
If they didn't move distance, there is no way to calculate speed. Unless you wanna assume something weird.

it suggests to manipulate perception of time rather than outright speed.

this is a direct velocity.
And yes, they were moving. they walked around the hotel for a while, then went to some lake, for a month (in their perception) they searched for the entrance to it, searched for the books they needed, returned back, and during all this time the world has not moved from its place.
