how powerful and what tier

Indeed, this is low 2-C. Though I'm not sure if it is still low 2-C if the timeline is finite, but that should be the case.

Yes, I was talking about finite space-time. Finite either in space and/or time. Pocket universes are finite in space (X Y Z axis are finite), but you can also imagine an universe where the time axis is finite. Or is that a nonsense?

As far as I know, timelines in fiction are usually finite as far as the time axis is concerned. Their hypervolume (4D volume) is:

(size of the universe)*(duration of their history)

Our system is not flexible enough to make a distinction between the length of the timelines.
