How many Building level characters are needed to defeat a City Block Level character?

If it was baseline haxless building level characters vs a baseline haxless city block level character, then it'd be however many characters it takes to wear the city block level character out.
Keep in mind that there's a 44x gap between baseline 8-C and baseline 8-B, whereas we usually say that 5x is a one-shot worthy AP gap.
Idk any specific number, but it'd definitely be more than 4-5 imo
