how fast is this?

character A is in a room. character B is outside the room. time inside the room moves very fast. for every one minute that passes OUTSIDE the room, three years passes IN the room. so to character A (who is in the room) everyone outside the room looks to be moving incredibly slow, pretty much frozen in time.

to character B(who is outside the room), character A is moving incredibly fast inside the room. however, character C (who is outside the room) can move fast enough for character A to see character C move at normal speeds. how fast is character C?
 
1 minute = 3 years

1 minute =1577847 minutes

Every 1 minute outside the room happens 1577847x faster inside of the room, I think.

Given you said Character A could see Character C normally, and Character B sees C-A super fast (thus C-A would see C-B slow), C-C would be moving fast enough to make up for the difference in time.
 
1 min = 3 years in the room = 1576800 min in the room

Thats means that the time in runing 1576800 times faster in the room. Since someone is able to perceive the person moving inside the room as normal speed, its means that its reactions are amplyfied 1576800 times the ones of a normal human; reactions speed of humans is 4 Hz, so the one outside the room has 4*1574800 = 6307200 Hz as reaction speed, inverted is 158.55 ns, that in our system is Sub-relativist.
 
You can use times units or frecuency units: human reactions in time unit is 0.25 s, in frecuency unit is 4 Hz. If you're using time units, to find the reactions via amplyfication would be 0.25/1574800 ~ 158.55 ns.
