How does "likely" and "possible" work on vs matches?

Likely and possibly both means that they should be almost as strong as someone who scales from Galaxy level.
 
And would be counted as "equal" if 2 characters have a "possible galaxy" but fully scale to different levels? Like a "solar system possibly galaxy" vs "star possibly galaxy"
You would specify that you're using their Galaxy level ratings

If a character has multiple ratings (such as your example of "4-B, possibly 3-C" or "4-C, possibly 3-C"), you can specify which tier you're using for that character

"Possibly" and "likely" are pretty much the same thing; the main difference is "likely" is an indicator in which something is more likely the case of being there than it is with "possibly."

This, they both mean approaching at tier, but closer to. And they're both better than "At Most".
