For example: you are on a train which is moving at a speed of X kmh, and another train, moving at maybe the same speed or higher, passes by, and you manage to react to it, blinking, flinching etc. How do you calcuate this?

Depends, im assuming you mean it passes by on the opposite direction, you double the speed and divide the distance the train (other one) traveled by that speed to get a timeframe in which the character perceived things
