Homing Attack question

I've got this character whose consciousness can split, said consciousness parts seek for the nearest new person to take over, and chase them down. Can this be considered a homing attack?
 
No, it’s the equivalent of just following someone normally, that’s stalking, not homing attack.
Well not really, following someone can’t be interpreted as a relentless attack. I was divided in my case because the fragments of consciousness seem to have a target, and will do anything to pursue it, with an unlimited range. It seemed to fit the definition of a homing attack.
 
Because I don’t think it is indexed as homing attack, even if it’s basically the same. It’s functionally not any different from normally chasing someone. Maybe I’m wrong tho
 
In my point of view as long as A is programmed to never stop seeking B over a large distance, while performing extreme maneuvers then it should be a Homing Attack. I think what separates that from a normal human chase is that it never stops, can go on about any distance, and defies the laws of physics while doing so. In my case the fragments are incorporeal, so I don’t see any reason for it to not apply here.
