Cosmology Upgrade​

It's simple; I would just explain every realm we have known right now in this section (we have a new realm coming this era).

Real World​

It's a realm where humans and other normal living things exist. Yeah, it's just a simple universe.

Heaven/Hell​

They're similar to each other. It's the realm in the afterlife (in case spirits have no connection with the world left). Heaven is meant for good people to chill; yeah, it's that simple. Hell is the realm where the sinner got tortured for millions of years until they ran out of karma.

What's making these two special? because it's mentioned in the Sole Eternity that Hell has contained a countless number of spirits inside of it, which the creator of this technique was told that he will use all of them as an infinite resource of power (I don't know if this will work, but I think it would scale to other realms or at least its opposite version, "Heaven").

Niwarn​

Now we're back to our home, it's the realm created by one's memories and emotions, which even create a star that normal humans have never been to, so this realm is probably just a perfect copy of our universe and surely considered as one of the realms as well (IDK if this would work, but the director also said "Yes" to the interviewer that called Niwarn a universe).

Demon Realm​

This is what I'm going to be talking about later; this realm is the reason why we have seen some weird things in HSH: Rebirth (the live-action sequel); it's the realm of the demonic creature we haven't introduced yet. The problem is those monsters came to Niwarn accidentally due to "Wichian's" plan, which caused a rift through a dimension.

Upgrade​

-Home Sweet Home has contained at least 3-5 universes, which makes it have 2-C cosmology.
-As being told in the photo card, the one who caused a destruction in Niwarn and the Demon Realm is Wichian, who has finally traveled to hell, which affected 3 realms (Niwarn, the Demon Realm, and Hell), and in my opinion, this would make his magic around 3-A to 2-C (I can't decide which scale I could use, but I will go for 2-C while I would like to hear others opinions, and if it would be lower, I guess I can accept that).
-The director has told that Wichian (at the time known as The Beast or a purple figure) could destroy Niwarn as he refers to the scene of Wichian vanishing the hospital building A from existence (Fun fact: Hospital Building A map is actually deleted from the game during that time too. I would say this makes him around 3-A to low 2-C. (I can't decide, so it's up to you guys.)
-The Sole Eternity has been mentioned to be the most powerful magic that has ever been created, and keep in mind that the creator of this technique has also created the technique to open the gate of hell and also calls it "simple.". Users of this magic have the power to control a very cycle of existence itself and even exist beyond it and the law of karma, but to do that they need to use all of the countless souls as the infinite resource of their power and are even told that they will be "superior" to all souls and demons (this part in the Thai dub is "อยู่เหนือกว่าภูติผี ปีศาจ และ สรรพวิญญาณทั้งปวง"). The word "อยู่เหนือกว่า" has multiple meanings. "อยู่" could be used similarly to the verb to be, but it is mainly used to refer to the place, and "เหนือกว่า" could mean above, superior, or even the word "beyond." My opinion is that this part may give him a higher dimension of existence, but that's just some possibilities. With all of this, I would say the current version of Wichian himself (Post Sole Eternity) is around 3-A to 2-C scale above the destruction from the opening of the gate of hell Wichian used before.

I think this feat doesn't should work, because he didn't directly say about universe but he say world. He just flows with the interviewer's words. It wasn't really a direct confirmation from him, that it is a universe because he speaks only of the world.

From reading what you've suggested above, the character destroying Niwarn is merely destroying a pocket dimension, not destroying any universes at all, because Niwarn is simply a dimension between the living and the dead. Therefore, the 3-A and 2-C ratings are simply wankz, so i reject with this.

I would propose that it's just spatial manipulation from destroying a pocket dimension Niwarn.

As for AP upgrade, it has been accepted by the cal staff, so it is approved. Emphatic and Illusion creation seems fine but you shouldn't use google translate for translate to other languages.

As for Speed upgrades, wait for the cal staff to come and evaluate.

For Regeneration, I think it's could to be mid-high but your reason and the attached feat have nothing to do with his recovery from dust. He just only said "Do I have to jump in again?" that's not regarding about regeneration.

I think the ap section, he doesn't get higher with Sound Manipulation because the feat describe about change into dust, so it's Deconstruction. Bro, you just remove it from ap and adding it in abilities.

The rest is fine.

For Time Travel, I think he doesn't get it because maybe wichian just existed for a long time not regarding about time travel.

Resurrection reduce to possibly Resurrection because he actually doesn't show about revive anyone.

Gravity manipulation is lack feats about this. I don't see about the feat support to Reality Warping, so remove it.

The rest is fine.

After read all revision stuff my opinion is same with @NatzuX , the rating 3-A to 2-C plane is simply wanks, and pretty vague stuff, as same as the Sole Eternity

As far as I see, the word "อยู่เหนือกว่า" in this context tends toward "superior" rather than "beyond." So I think I make my point clear, apart from this, other parts seem good, and I agree.
