Yeah, but N.E.O saw the power of friendship and released all the powers he had. N.E.O was literally curbstomping everyone and was not going to lose anytime soon. Matter of fact they just flat out couldn't be him.
 
We do not know what happened after Victory Greymon attacked N.E.O. Soon after that N.E.O learns the lesson and decides to let humans and Digimon decide their own future instead of forcing their ideal
