High 1-C Dr. Manhattan

Dr. Manhattan is currently stated to be Low 1-C because he "Is feared by Mister Mxyzptlk, who claims that Manhattan's abilities are far superior to his own". But Mr. Mxyzptlk was recently upgraded to High 1-C meaning, if Dr. Manhattan is superior, he too should be High 1-C.

I honestly think the Mxy scaling should go and he should be scaled to his own feats and scaling. The Mxy scaling is... Well, quite weak.

And before anyone mentions other characters who can scale.... No strange visitor supes and emperor joker won't get upgraded. They are fine where they are.
