help with pixel calcing

So i've done pixel calcing before but I wanna know what is the best app/website that is used for the calcing
 
Personally, I like Gimp. Has a nice line tool that shows you how many pixels the line has while drawing and has a measuring tool with which one can measure it afterwards, if necessary.
Also has other occasionally useful tools, like one to measure angles and with the histogram function on can get a count of how many pixels a selected area has, should one want to pixel scale an area precisely.
 
Usually many photo editing software provides you the amount of pixels of what you draw, but for me, I just use Apple photos with the marker and ruler tool for the lines
 
I have always asked myself how to measure them, thought I will use my own ruler, but is every application accurate with the pixel calc? Is Photoshop also a good application for pixel calc?
