Should I make a profile for that vampire priest we saw in chapter 1
It's hard to do that because we can't scale him to anyone. He's above the two idiots, but we don't know how he fares against Jan. We do know he's below Luke.

He's above both Luke and Jan because he's a true vampire and true vampires are stronger than artificial ones

Alucard was impressed enough by Luke's physical abilities that he believed his claims to be Alucard's equal and said that he was above even the strongest vampires. So Luke would have been physically stronger than pretty much any vampire Alucard has faced.

Alucard was wrong and disgusted by Luke when he found out that he can’t do anything like regrow his legs, transform, and summon familiars etc. The only thing impressive about Luke was his speed.

Imo Tubalcain is stronger than Luke. He showed stronger destructive feats and was good enough to be used as a familiar

More so than anything else Alucard faced.

We also can't say artificial vampires are all weaker when the priest died to a pistol shot and hand strike, while Luke took multiple pistol shots and Tubalcain took that and more.

But remember the priest said, "Guns could never do a thing to a vampire"? The guns Alucard used was explicitly made to hunt down vampires like that. That hand strike turned the priest into paste and if Alucard did that to Luke he would not have survived either. Also Luke was given super speed as his special ability but the priest was already naturally faster than gunfire

When discussing natural vampires, we're talking about people who've inherited a version of Alucard's original powers that has been repeatedly watered down as it was passed from one vampire to another repeatedly over the course of centuries, with most if not all of those vampires being without any of the willpower or extra abilities that have made Alucard such a monster. The artificial vampires are technically closer to the original since they're based on Mina, someone Alucard himself bit. Seras clearly isn't a good example, since she gained enormous power clearly far above the priest.

He's basing that on what Hellsing knows about vampires. It can't be unique to Alucard level vampires since he's referring to the Millennium vampires, but it also isn't unique to artificial vampires since he'd have no way to know all of that based on the limited exposure they'd had to such beings up to that point.

I'm currently running one that's kind of an initiation.

It's hard to say for sure since she takes down lots of Millennium vampires and she's a direct descendant of Alucard.

Her skull crushing feats are performed earlier than that, and remember Jan was comparable to her early on. I think Seras was stronger during Zorin's attack on the mansion than she was when the Valentine brothers' attack. The feats she's measured by are from earlier though, and they line up with what's said about vampires.

Honestly though, the priest can just be measured based on that scan and scale to Seras crushing a skull.

We see the priest not have this kind of ability, and I'm not sure he has all their knowledge either, since he didn't seem to have absorbed knowledge of Seras from her fellow officers.

I think blood enhancing the strength of vampires including the priest is quite evident
dont see why the priest wouldn't get stronger from drinking blood

A) He can't transform into that form until he releases the restrictions.

B) We see other abilities besides AP come out from those releases.

C) His entire army of 120K+ is only available to launch out as a tidal wave with Level 0. This is outright treated as his greatest power, regardless of his physical AP at the time.

D) Most importantly, we see Red Coat and Count Alucard trade blows evenly with base Anderson, then we see Red Coat get decisively and consistently overwhelmed by Nail Anderson, then we see him turn into Straitjacket and turn it around on Nail Anderson, going so far as to one-shot him. All this happened while released to Level 0, yet we see clear differences in strength that coincide with form, not release level. This also clashes with Alucard's strength coming from his soul stock, because he had more souls when Anderson was bearing down on him than when he ripped Anderson apart. His soul army was burned to nothing by Anderson before that even happened; that's why he was vulnerable to Walter right afterwards. This is also evidence for why Post-Schrodinger Alucard would still have the same physical abilities.

It's explicitly a straitjacket. We could call it his shadow form, but he doesn't always have a shadow composition. The common theme is the black straitjacket.

Do you think the priest would have some resistance to Zorin's third eye? I remember Seras in her incomplete stage was able to resist it until Zorin further enhanced the ability

Maybe. It's annoyingly vague. We honestly might not have enough material to work with for him.

I think for the abilities that you were unsure about, we can just list it as 'possibly' ratings
Surface scaling, statistics amp, shapeshifting, fusionism, and animal manip can all be listed as possibly
 
HELLSING are also extremely similar to Bram Stoker’s creation: they are monsters with immortal bodies and superhuman strength far surpassing that of humans. They abhor sunlight, cannot cross flowing water, and their reflections do not appear in mirrors. Furthermore, if a virgin—whether male or female—is bitten by one of them, they transform into a Draculina (female vampire) or Dracul (male vampire) with free will; however, if the victim is not a virgin, they become a ghoul—a servant who obeys the commands of the vampire that bit them—and wander in search of human flesh, driven by instinct. The artificial vampires developed by the “Last Battalion” possess nearly all the characteristics of these vampires, but in terms of ability, they do not seem to match those of genuine vampires.
