By the time hellfire gets to 21, he'll already be feeling the effects.

Wait you said the waves were passive, but now the have to be activated? "His Suit senses and reacts to danger before it presents itself" so before she can press the button spawn will just stop time and burn her to death. And I don't she can DOOOOOOOODGE if she's frozen it time.
 
@landon His precognitions doesn't sound like the thing that would dodge an AOE based power nullification.

@theglassman12 It warns him before it presents it self. He dosen't have to dodge it he just has to stop it from happening, which he can do by stoping time, then all he has to do is...
 
That doesn't mean much when it's stated that her regen is better than buu's regen, who was able to regenerate from vapor.

Mid-High: Able to regenerate from being vaporized/dust.

High: Able to regenerate from a single molecule/atom/particle.
 
Alright so if Spawn decides to stop time and start with his Hellfire then yes he wins.

Android 21 is MUCH more likely to start with waves, so I have no idea why you say "IF spawn decides to stop time and start with hellfire" which is based on possibility, with the waves power null being a certainty in-character. And how does precognition help? "Oh there's a strange wave in the air, I guess I'll bust out TIME STOP just because I don't know what it is!" No! That's not how it works, even with precognition. And the waves are without 21 doing ANYTHING yet, as the waves are continuous. She could easily go forward with whatever plan she has as well as the waves activating.
 
Is he shown in character to abuse time stop like that? Because if he does ANYTHING else, the waves will hit and he will get incap'd. Certainty>possibility. And if the time stop makes it so Android 21 can't do sh8t, then it's a stomp! She literally CANNOT WIN. Buuut I really question the viability and reliability of this argument.
 
I'm going based off his profile. If she manages to hit him with the wave then his time stop won't mean anything since he won't be able to hurt her.

It's all about who hits first.
 
Literally her first moves out of The gate is power null waves. In any instance that Spawn doesn't use precognition immediately and time stops accordingly, he gets incap'd from it. I'm asking for info on precognition and time stop because is it passive or does he kind of "will" it to work? If it's the latter, he gets hit since here's no visual cue that the waves even exists and once it's in sensing range, you're already affected.

I'm going for 21. It is seeming like spawn only has a chance to start with timestop, whereas 21 has the null waves seemingly going indefinitely (without Bulmas nullifier). So 21 for that reason and above.
 
Spawn is bloodlusted, so he's going to immediately timestop.
 
Bloodlusted = Uses the most potent ability to kill the opponent at the start. Don't see why he would go for hellfire over time stop

Especially seeing as how his precog would warn him of the waves.
