Going by what we've seen in the show, Hazel wins.

I doubt Winter has anywhere near the stamina that Hazel has, he was able to out last and fight against three 7-B opponents and almost one shotted Qrow.

She isn't outlasting him and Qrow was down for the count for a while after taking a hit from Hazel. I doubt Winter is superior to Qrow (Physically) so one hit will be her end.

I'm going to be honest I don't think Winter can take Hazel down. Qrow, Oscar, Nora (Amped), and Weiss summon (Amped) couldn't defeat him.

He held off four 7-Bs and by the end of it he still was ready to fight.

It's possible that Winter might have some kind of summon to help her but we haven't seen anything like that yet. Going by what we know about her as of now, she isn't beating Hazel.

Hazel wins via massive stamina advantage, better regen, his aura recharges during battle, and AP advantage.
