Hayato.
His skill is too great. In fact, Hayato could beat most any other close-to-mid-ranged non-hax-using Tier 8-A character from any verse (speed equalized), simply by virtue of having such sheer skill as is rarely ever seen in any verse. The man can freaking split his voice into two voices speaking simultaneously, for f*ck's sake. He is a giant of a man, yet can run through a crowded plaza without anyone seeing him or noticing his presence as he goes by (psh, even Miu can do that in HSDK, haha)! Heck, he could probably even beat plenty of long-ranged and hax characters from other verses, by virtue of being so damn skilled compared to them he could stay constantly in their blind spot and keep attacking without them ever even seeing him.
