Harry and Marv vs The Neighbor 1-0-0

None of The Neighbor's standard equipment that he has access to should pose a problem for Harry or Marv.
Bear Traps: The Player in Hello Neighbor is Wall Level and is able to easily escape The Neighbor's bear traps. Piercing damage doesn't count as durability negation and The Player's ability to survive a beartrap isn't an ability unique to him.
Glue: The glue only serves to temporarily slightly slow The Player down and shouldn't have a big effect on the outcome on the fight. The Neighbor usually throws glue in front of The Player to slow him down but it is unlikely that he will use glue if Harry and Marv are moving towards him, which they likely are because it wouldn't be in character and because of standard battle assumptions.
The tomatoes, sonar, mask, and smoke bomb shouldn't do anything significant either.

The gap between Harry and Marv's AP compared to The Neighbor's durability is one tier, and the gap between The Neighbor's AP and Harry's durability is also one tier. However, The Neighbor's AP is the same tier as Marv's durability. Marv is more likely to be attacked by The Neighbor first because his intelligence is lower and is usually seen falling for traps first in the movies, acting as a distraction. The Neighbor will struggle with dealing with both Harry and Marv at the same time and will be overwhelmed by their volume of attacks.

I'm counting my vote for Harry and Marv.
 
I also think that The Neighbor's AP could potentially be downgraded to street level because his AP is scaled off of the player, who survives long falls and tanks bear traps. I don't see how either of those are wall level. Bear traps break bones which is only 375-9920 Joules depending on the angle of attack according to the references for common feats. Falling from great heights ingame could potentially be wall level but the kid looks less than 70 kilos and the house is only ten stories max, which is only ~30 meters tall. The references for common feats page says the character needs to be around 70 kilos and has to fall from at least 143.3 meters. Nothing in the game is 143.3 meters high without using glitches which are likely considered non-canon. The Player also needs an umbrella to survive long falls and without an umbrella he dies iirc.
