Caesar isn't the greatest tacticians in Jojo but he's fairly smart. I think he wins this in comparison to Shouto because I don't see tacticians skills in Todoroki so Caesar has that edge.

But Shouto has the absolute advantage of power. 8-A vs 8-B. One attack and Caesar'll be oneshot with no doubt. Plus he has the range advantage and I don't know what can Caesar do in this case.

Actually I don't see Caesar winning this. He can't counter an 8-A attack AFAIK.

Caesar does also one shot. If Todo's fire is only 8-C, then it won't work at all. He also is only 8-A at his absolute max, which he doesn't start with, so oneshotting probably won't happen.
