Probability manipulation makes Freddy unlikely to use his best stuff and makes him more likely to mess up. Fear manipulation means he'll be distracted and off his game the whole time. Slender mindhaxes before Freddy can overcome these set backs.

Slenderman's probability manip is described as "accidents only happen when he is near". Thus, it shouldn't really be combat applicable. And what stops Freddy from just transmutating Slender into a cockroach and then stepping on him? Slender doesn't have shapeshifting so he has no counter to transmutation. My vote goes to Freddy.

Freddy tends to toy with his victims, even when they can harm him. Slendy doesn't.

Freddy telekineticly throws something at Slender. Misses thanks to probability. That kind of thing.

Said transformation took a lot of time. Like, a full minute for the arms to transmute. And he only started with it because she was afraid of roaches.

You can't regenerate from transmutation.

That's another good point. If Freddy just turned him into a rat and left, he'd win. But that's not in character, so it's likely Freddy kills the rat and gets taken over.
