well i'm not sure on lucifer as much tbh against a non-boosted gudou though i'm leaning to habaki (i guess??) as Gudous are able to destroy the throne at least from what i think but i could be wrong if that only applies to hadous and he does reflect distortions back at ppl (idk if attacks work but he did that against yato albeit with boost managed to reflect his attack back at him with twice the power and finishing him off) 51/49 to habaki i guess?
