The same could be said for techniques in Mega Man, DC, Marvel, Kingdom Hearts, etc. even the HST has better abilities

Lastly, Goku may have the edge in fighting skills but he's not vastly above Bowser as he's good enough to defeat stronger characters through clever techniques or combos, something Bowser has actually been able to do albeit rarely.
