Grun. Consistent tanked attacks of his own class, namely the two mortar shots to the mouth and the orbital laser to the body. His electromagnetic shielding which is literal electricity covering his body makes grappling him impossible. Seeing as speed is equalized i do not see godzilla getting to destroy the rods on Gruns backside nor do I see him outsmarting it. Those extra arms of Gruns also gives him a close quarters advantage.

Grun also being almost 20x larger than Godzilla would likely help in a close quarter fight. He also has the AP advantage but it's only around 2x Godzilla's so it's not much.

Godzilla's AP shouldn't be limited to that level since it did no damage to him whatsoever and he was able to pierce through the bodies of other creatures who also tanked it meaning his own AP should scale fairly above the asteroid's 3.6 teratons meanwhile Grun caps at the level provided, so even one blast of the atomic breath should exceed this level of power. As for resisting electricity, Godzilla was able to battle Ghidorah consistently in base and withstand bio-electric blasts exceeding him in power with only minor damage if any. Not to mention Godzilla's range is likely in the kilometers as well given he could pierce through storm clouds, knocked Ghidorah back hundreds of meters or more and was weakened in the first film.
