Isn't more than 3 positive votes enough to change the profile? So are there any other characters that take scale from The Spectre? As far as I know Anti Monitor also takes scale. Or should I just update the specter profile?

I agree, but this justification is wrong. The Spectre didn't kill The Speed Force, he destabilized it. That's why I think something like this is better;
With a small fraction of he's energy, he put the Speed Force into a critical energy imbalance, causing its so-called "Death", leaving all speedsters with limited speed and power. The Speed Force described Speectre's energy as a hellish force beyond the laws of nature itself.
