the toddler is technically physically stronger than an animal with murder instincts and teeth.

Realistically speaking I don't think strength is a relevant factor for them, especially when that is still being developed. Toddlers are also still developing their motor skills, muscle memory, and sense of balance. The moment Toddler gets lunged at and knocked over, they are simply going to cry, and keep crying until the problem goes away.

It sorta is if you realize that 8.16 v 13 kg weight advantage is nearly like a 50 kg woman going up against a 76 kg man, it's just that that the latter in this instance has too bare bone intelligence to use their strength
