The latest version of the master has Tissue Compression Eliminator (size manipulation that can insta-kill) as standard equipment and always starts with that even with human randoms, the Cyberium, a Cybermen super-computer will tell him to work with logic

All time lords are naturally psychic and can use telekinesis, but the Master mostly uses his telepathy, but it is implied that he can use telekinesis because it is something basic that is taught in the school of the time lords

I still feel uneasy about it but what to do, the floor-busting feat was a lot more impressive than what I initially took it for, plus back then we didn't know what values reinforced concrete had. At least it's around baseline 8-C so no harm done LOL.

Now that we do, well, we still didn't use reinforced concrete, we just went with 90% concrete and 10% steel and it just so happened to match up the reinforced concrete values.
