Only if you make a CRT to take Irrelevant, his actual speed statistic, away. Thoughtless downgrader.
Many Dragon Ball upgrades have been underway in these times. A feat to give him that rating could very well happen, but for now there isn't anything to work with.

Structure being infinite in size is irrelevant, you still can simply have a finite distance from A to B in infinite-sized universe.

A structure being infinite in size is not irrelevant lol. For example, you can have a character who's blast encompasses said infinite universe, which would be infinite attack speed. I don't see the point of the latter part of the sentence.
