Goku typically starts with rushing Melee, X is a ranged fighter with a huge amount of experience against extremely complex attack patterns, and many include rushing in for a melee attack. X would definitely start with throwing out every weapon in his arsenal until one just hax kills Goku. The range + constant range should help him here due to this

Ik the match is added, but I also vote for X. His range in combat is unparalleled if you know how Mega Man characters fight. And the Mother Elf has information Manipulation so X can know what he can use effectively the most in this fight among other cheating moves.

Goku had massive AP advantage to one shot even then.
Xs has a lot of hax Goku can’t really resist due to it being applied Information Manipulation transmuted/ AZ frozen/ paralyzed/ erased with the mother elf and he doesn’t have resistance timestop in the manga where a point is made that it’s a weakness of Hits technique vs having an innate resistance/ adaptation to it in the anime
