Silvally: Scales around a casual 3 kilofoe.

SSJ3 Goku: Scales a good bit above Majin Buu who stomped Dabura who's equal to SPC who's 1 KiloFoe.

So their APs are pretty even, which is a problem for Goku.

Goku does have a notable range advantage, as Silvally only has three ranged moves in Tri Attack, Air Slash, and Razor Wind. Goku can also fly and teleport while Silvally can't.

On the other hand, Silvally can boost its stats (Goku never uses KK in SSJ w/o god ki), can inflict status ailments, is literally made to deal with Ultra Beasts, most of which are flying and/or teleporting opponents, and Multi Attack alone gives it the edge in versatility.

All in all, Goku has the edge at a distance and in the air while Silvally has an edge in close quarters and on the ground.

That's because he can't, he said he would die if he tried doing that with any form that didn't have the perfect Ki control of Blue.

Probably not. Pokemon are incredibly skilled as well. Same goes for Ultra Beasts, and by extension, Type: Null/Silvally.
