Having watched briefly the gameplay of the game, i would say Kong takes this one. Goku has the AP advantage, but besides that Kong has a extremely higher LS, higher mobility and higher intelligence (Monki that manage to travel trough maps and find objects >> Monki that goes berserk and just destroy stuff).

Besides that, there is the slight chance of Kong acidentaly removing the Oozaru's tail with a grab
