Gonna have to say Tyranitar if he has all his naturally learned moves, since he's got a greater variety of moves and some status effect inducing moves that should prove helpful. Godzilla's Regenerationn can help him keep on trucking, but Tyranitar could possibly overcome his healing factor and take him down after a good fight.

It's not that Godzilla wins, but he destroys Tyranitar because Big G is skilled in hand to hand combat, to what T-tar is extremely weak, he's more inteligent and probably radiation would kill T-tar(? ) because he doesn't have resistance to it. Also, the Regenerationn would help him in this.
