considering the upgrade DBZ will be getting soon probably stops really hard at Cell saga post-RoSaT Vegeta and Trunks possibly as early as 17 and 18..

well recently base frieza has a small star level feat, if it's accepted they could all be buffed up alot higher, that's just speculation though

Godzilla would probably stop around late Cell saga. Characters like SSJ2 Teen Gohan and Super Perfect Cell would most likely beat him.
