Well Doctor Doom with The Beyonder's power was struggling against Infinity Gauntlet Panther is considered a person. HOTU Thanos should take this because he absorbed the entities that make up the group that control entities like The Beyonders.

Ill give it to thanos. While the beyonders and the HOTU are above the living tribunal in power. The HOTU seems to be FAAAAAR beyond the living tribunal, as thanos effortlessly absorbed him, and everything else.
