Bit late here, but you're thinking of Epitaph, which is used by Diavolo. GER's main abilities are simply enhanced speed and power from base GER, along with passive causality manipulation, and based on a statement, is capable of reducing someone's will to zero. It should also have GE's base powers, which have nothing to do with time.

It's implied ger can see the future/have some sort of control over fate.After diavolo was befuddled on why his precog didnt work ger said "what you are seeing is indeed the future" despite diavolo being the only one having a precog ability in part 5 via epitath
