How has nobody thought of this?Gill fights a different kind of “Shoto”
Shoto Todoroki Vs Gill
Anything above 8-B restricted for both
Gill has Prior Knowledge of Shoto’s Quirk
Endeavor Agency Shoto is used
8-B vs 8-B
Starting distance is 3 meters

Idk if you intend to get this added to their profiles, but if so, then you can't restrain abilities.
For Shoto, simply use one of his keys that doesn't have Flashfire Fist, like his second key (Which also seems to scale to 41.11 Tons, so, pretty close to Gill's 48.67 Tons)
For Gill, its Environmental Destruction, and he does so with water, so, easy to restrain, and technically shouldn't affect the matchup.

I can restrict abilities that fall outside the designated tier though and flash fire fist is 7-A same for environmental destruction
 
Without resistance to Ice that can break 7-A characters into pieces, and momentarily hold Class G characters, Gill will lose the moment he gets tag by Shoto's massive waves of ice.

Shoto can’t use any of his 7-A moves though as he’s restricted to 8-B moves
