Apparently according to the profile, Petrification is basically the penance stare which is a pretty weird way of wording it.

Not sure if Necro or not but, If I remember correctly, John Blaze literally never once was implied to have Penance Stare, only using hellfire and his chain, and his petrification is most likely derived from the charred figures he'd leave behind from his crimescenes (though i always took it more as them just being crispyfied in the position they were in before being burned, instead of them being turned into statues) Outside of that it's unclear if petrification would even work in this regard, as it very well might be powernulled like how other magical attacks are.

Besides all that 616 Ghost Rider should shit stomp, way more experience fighting with ghost rider powers and countless other characters for years where John Blaze was only recently turned into Ghost Rider and only fought and killed a bunch of thugs, whenever he encountered the Avengers and the other Ghost Rider he either just barely held his ground or outright got his ass beat. 616 also completely dominates in hax. On top of this, nothing Ultimate Rider does will do permanent damage, and any damage he takes will stay and be meaningful.
