Garou (OPM) vs Raiden (MGS)

This is specifically Human Garou and Metal Gear Solid 4 Raiden being used, speed is equalized, Garou has prior knowledge on the HF Blade and the fight takes place in City Z from One-Punch Man.

Aside from the HF Blade, Raiden can use the Tranquilizer darts and sleeping gas to put Garou to sleep. Also his stealth paired with the stealth camouflage makes him invisible
 
In any case Garou has prior knowledge on how the HF Blade functions so he knows to avoid it like the plague and not try deflecting it with his martial arts.
 
At first instance, Garou has difficulty facing Raiden head-on, the HF swords can cut even without precisely physically impacting their target, in addition, Raiden has more versatility in gadgets to try to overwhelm Garou, although perhaps if Raiden doesn't crush him quickly, he may end up adapting.
 
In addition to that, Raiden scales to at least 7,809,567.38 tons of lifting strength for his feat of holding Outer Heaven with just one arm. I don't know what a Human Garou would scale to.
 
You can make a good case for Garou since he has prior knowledge of the HF blade and currently far outskills Raiden, so he could easily one-shot him before Jack can
 
Although he has knowledge of the HF blade, the question is how he will strike first without Raiden doing so at the same time.
 
If Garou manages to get close first without being cut by the HF blade, he could try to disarm and crush Raiden in one blow, or he wouldn't even need to disarm his blade, he just needs a gap in his defense to strike him, but still, I say that Raiden has many gadgets to defend himself besides the HF blade.
 
Can't Garou just use the Whirlwind Iron Cutting Fist to cut down Raiden from a distance?
 
The Garou key being used doesn't have that, it's just human.

Well, I'm just going to emphasize that Raiden has an advantage of almost double the LS, is versatile in gadgets, has stealth skills, and also has an extensive attack range.
