「再び魔族どもを復活させ」 does not mean "I'll resurrect the dead members of the Demon Clan"—which, by the way, only includes the Spice Boys defeated by Piccolo, Gohan, and Krillin because the members of Garlic's Demon Clan were sealed away by Kami, not killed. He is aiming to recreate the Demon Clan, hence why the Spice Boys even exist; he did not resurrect previous Demon Clansmen, he simply recruited new members. In fact, he specifically says he is going to revive the Demon Clan again (再び). He has never resurrected any demons before, but he has joined forces with new demons before. Put two and two together.

Also, in the same breath, he claims: 「この魔凶星があるかぎり私のパワーは無限大なのだ！」, or "As long as the Makyo Star exists, my power is infinite!" Are we to believe his power is literally infinite???

The key word here generally refers to restoration, resurrection, revival and similar. Since it's in reference to the Spice Boys who had been killed, he very likely means straight resurrection. Additionally, we've seen a vision of him reviving evil spirits from the underground to rule the world, which is where the current Necromancy comes from. It's very straight forward and shouldn't require that much thinking

Yes, restoring the Demon Clan; resurrecting the Demon Clan; reviving the Demon Clan; bringing the Demon Clan back from its former defunct state. Not literally resurrecting any dead Demon Clansmen because he has literally never been stated or displayed to be capable of resurrecting the dead.

Again, his stated goal was to bring back the Demon Clan again, and the only confirmed effort he has made towards bringing back the Demon Clan was recruiting new Demon Clansmen in the form of the Spice Boys. Why would he shift his prerogative from subjugating a new sect of the Demon Clan to resurrecting all of the four Spice Boys who were killed in action and an unknown number of past demons from an unknown era who are never referenced?

Additionally, we've seen a vision of him reviving evil spirits from the underground to rule the world, which is where the current Necromancy comes from.

Do you think this was happening literally? Do you think Garlic Jr. being made immortal somehow resurrected dead demons as a side effect?

Oh my God. I had completely forgotten that throughout the entirety of the Garlic Jr. Saga, Garlic Jr. and his man had been corrupting all of humanity using the Black Water Mist and converting them into Demon Clansmen.

We know how he was planning on "resurrecting the Demon Clan". He was making demons out of Earthlings.
