What exactly is 8-A early games based off of exactly? Wild Pidgey or something? If so, I agree. I was gonna rate Silver 8-A for a similar feat.

For I saw, those moves aren't nothing special. Also, scaling from moves is highly debatable, since they required good training and some times evolving.

Is the Pikachu argument legit, because the Pikachu's that generate lightning are pikachu's that have shown to be able to do it in the wild? If not I find the method of Level scaling to be a bit shady, you could use the argument of Level 1 Pokemon's being able to do insane feats, but who will get one-shotted by any level 10 pokemon.
