Citron has twice the AP, higher LS and better regeneration. 2099 basically only has abilities and intelligence, and possibly his suit as advantage. What can the suit do?

Miguel has the ability to stop time and can increase his speed to the point of blitzing enemies that can overwhelm him. Precognition also helps and can tell him the ideal moments to counter

I don't see how Citron can get past those things

Miguel's time stop only lasts a few seconds within a specific range iirc and Citron can keep out of its range.

Citron is gonna be fighting at a range and idk how effective his precog is against ranged foes.

He's fought ranged opponents before just fine

and besides, he can easily close the gap with Time Stop and Accelerated Vision

He can also confuse Citron with Accelerated Decoys
 
Miguel can not only stop time but also create afterimages through movement speed that can function as clones of himself that fight as well, meaning Citron is fighting numerous opponents here that Miguel can just spam on a whim, each of whom can stop time, speed blitz him and precog all of his attacks.
