Unfortunately for Zamasu, he's vulnerable to having the entire universe being destroyed and reset on him. Even more so, Susanoomon is explicitly designed to do just that.

Ultimately, I'm giving it to Susanoomon for being tailor-made to deal with someone like Zamasu.

Susanoomon fought and defeated Lucemon Satan Mode, who had a similar ambition as Zamasu, except arguably on a larger scale. As Reppuzan said, Susanoomon is also basically built to fight threats as Zamasu and is more than capable of tanking the destruction of space-time as his armor was built to withstand that.

I don't think it's a stomp, but I think he wins out pretty handily.
