I'm gonna go with Toad, I think. His advantages just work better in a fight like this.
Froppy and Toad, tmk, are very much evasive characters; a lot of this fight is going to be dodges and counterstrikes, and Toad's showings are just better in that regard. He was capable of almost blitzing characters at his rating, so his speed advantage on Froppy is about as big a gap as they have in terms of strength, and if they "tongue wrestle" Toad's LS is eclipsing Froppy's VERY quickly. Not to mention one has Poison resistance and the other doesn't.

I see Toad tagging Froppy more often than Froppy tagging Toad. Toad might skill-gap too with how just easily he overpowered Jean, Cyclops, and Storm -- even after already revealing himself.
Magneto (Someone who has Genius Intellect) entrusted Toad with A LOT, and he made Magneto proud almost every time with his showings. Toad's also got like, 50 years on Froppy's 16.
