This is Super 17 arc GT cell vs GT frieza. Fight takes place in hell. Before they fight Goku, both decide to challenge each other for the time being in preparation.

I think Cell, in the Toei continuity, will always be a step above Frieza.
He was already better than him in anything when they were both alive and have had more or less the same experiences in hell, meaning Frieza hasn't gotten anything relevant.
This Cell can also absorb people despite already being perfect, so at some point he might just decide to swallow Frieza to circumvent Immortalities and regeneration.
