Guldo is able to stop time his psychic powers. Frieza, and by extension Cell, possess greater psychic powers than he does, so they should have Time Stop.

Would they at least get a "possibly Time Stop", like how literally everyone stronger than Gotenks and Super Buu has the ability to create dimensional rifts listed on their pages?

Doubt that, with the vice shout we had two characters using the technique due to scaling, showing that, you know we can scale them, and then we had goku and jiren doing similar feats.
Frieza and cell never used or were implied to be able to use it, and it would've probably been useful for those two in their fights

Besides, while they say it is via psychic powers, the "unique" refers to stopping time, so it is still for him only, not for anyone with psychic abilities
