If Freddy can make an entire planet in the Dream World why isn't he just straight up 5-B in it?

also Real life Freddy Should be 9-B for harming Jason, and before someone says that crossovers arnt Canon, Freddy Vs Jason is canon to both Friday the 13th and Elm street and serves as the finale for both the Original Series.

Tbf, he only really hurt Jason with his claws, and Jason is consistently shown to be vulnerable to sharp objects, however Freddy does tank this from Jason, so i agree with the wall level.
About the Dream World thing it's shown to be extremely variable several times, connecting other dreams and other dream spaces (5th movie is a great example), so it could just be limited to all the dreams in elm street, rather than have a concrete size - Freddy's shown at times (in the 6th film) to replicate cities though, so that could be a starting point, one which does make sense considering his limitations.
Here's a link to the 6th film, he shows the ability to manipulate large areas, an entire city, a large part of atmosphere - up to cloud level.
All in all, it's consistent with the 7-B weekly suggested.
However there is one last thing, this scene at 48:08.
