Oven was able to take several lasers from Ichiji but could get up shortly after without much issue, and Franky's only chance of dealing real damage (Radical Beam) takes a while to charge and he can't send several at the same time.

Oven has eye heat beats that he can shoot from mid range to melt Franky's metal, and he can also melt it with contact.

I'm voting Oven here

Oven has haki, which can block out both of those.

Franky's electricity is with Strong Hammer, which is outside of the Franky Shogun. If he tries to use that, he'd just get burned by Oven before his fist comes close to shock him.

The electricity effect produced by Strong Hammer is extremely minor regardless.

Fukuro didn't have any signs of electrocution or burning after a direct hit. It's more of a superficial effect than anything else.

And Post TImeskip Franky doesn't even have the electricity effect.
