20% Izuku in this key still hurts him constantly, doesn't cause actual damage it's just very painful, which he admits limit his own movements.

He also has literally zero counter to Foxy's Devil Fruit, which is just free beatdown for Foxy if it lands.

Izuku isn't made of rubber, him taking a bunch of hits for 30 seconds which build up until it's all released at once when it ends, that's not going to end well.

Also, Izuku's ranged attacks may as well be nonexistent here. As 20% finger flicks are 8-A, not Low 7-B. And he can't use Air Force with his Iron Soles in this key.
 
I feel like 30% Deku might be more fair.
20% Endeavor Agency Arc is better. Only extra Quirk he has is Blackwhip (Can only have it out for a few seconds), can handle 20% better and has useful ranged attacks.

His pain tolerance and stamina is a lot higher as well.

30% Izuku would have High 6-C armor on both of his arms and legs. And would have an up to 5x AP amp with Fa Jin and other stuff.

Not really going to focus on "skill" or anything like that as I basically know nothing about Foxy beyond the profile.

Slow beams are going to be annoying to deal, since getting hit with one will let Foxy lay on serious damage. Izuku's advantages here would be his higher mobility, aided by Blackwhip and Air Force. Along with having ranged attacks that don't put himself in danger of getting slowed down.

However, it'd hard to form an opinion when I don't know how Foxy will fight, especially with the location advantage.

Am I to assume that Izuku destroying the ship is not allowed? Including things like tossing it or flipping it over?
 
Foxy fights pretty funny. His main tactic is using deception and trickery to get his slow beam off so he can just punch you a lot.

Since this is on his ship, he has a lot of explosives and traps around that he uses the slow beam on to hit his opponent with… but he’s not very smart and can get hit by them too. His most impressive “combat” ability was when he faked Luffy out with a slow beam to hit him in the air with it when he dodged. He also has a tendency to announce what he’s doing, like that his slow beams bounce off mirrors.

I think Deku’s main thing here is just predicting the slow beam and grabbing Foxy with Blackwhip. Foxy can take quite the beating, but all Deku has to do is dodge the slow beam and yoink him to deal good damage. After the first time, Foxy tends to run away into his ship with all the gadgets, but none of them are really dangerous enough to put Deku down, and he’s more likely to see through and use them against Foxy than just fall for them.

Deku also has the advantage of ranged attacks with his whole body at 20% so constantly disrupting Foxy’s attempts at slowing and destroying his bombs / traps before they reach him should make this fight annoying but nothing he can’t deal with. Foxy’s attacks are far away from dealing the type of damage Deku was taking from Flect and Nine.
