So it says that the Guh Brains regulate Gunash's power. I was wondering why we only consider the Brains City level when, if they each regulate a 3rd of Gunash's power, they should be Small Star level.

Is there a particular reason for this? Was this overlooked? Does it just not work that way? I want to know why.

Note: If the brains are Small Star level, this would probably upgrade Hunter, Dynal, & Zongazonga to Small Star level.

It was discussed and said the brains only regulate and do not utilize that energy, so it can't scale.
