Basically, The profiles of Corvo, Daud, and Emily are a bit inconsistent.
We have the different the bullets, bolts, grenades, and other equipment listed as standard equipment in the powers tabbers but optional in the standard equipment section.
To solve this, should we consider all of these standard or optional broadly to be consistent?
I think They should all be considered optional as we never see them use these equipment in non gameplay settings (Cutscenes).
