Considering it (presumably) doesn’t stop them from moving, just attacking, I don’t see why it’s Paralysis. Power Null should work just fine.

iirc they still go through their idle animations, so yeah that’s probably it
 
Alright, can confirm (~7:14 is the last fight before we see that they’ve got Quickstart: Party equipped) that the chip doesn’t prevent enemies from physically moving, since they still go through their idle animations, it just prevents them from attacking
