The problem is that I am not well-acquainted enough with the Flash TV show to determine whether or not he is correct in that it is generally treated as regular lightning, but you can check our Lightning Dodging Feats page for instructions.

His lightning-dodging feat is literally him dodging real lightning fired from clouds by the Weather Wizard, a guy who controls the weather.

Oh, but if you mean Speed Force Lightning, the TV Show was calculated at building level.

After watching the film again, he only really did this to charge the mother box, so it might not be combat applicable.

They never really proved it was true lightning until season 4 when they try to stop the nuke. And even that has a heavy grain of salt to it due to the description in the episode being wrong. Most of the lightning stuff comes from them calling it lightning, and it looking like lightning, even though zoom touched it.
