Should Sumeragi's City Block level rating be considered an outlier? It's given to him for facing off against Dragon form Corrin, yet he's also defeated by the main party in revelation, I currently have had him listed as at least Building level, possibly City Block level for this reason, yet I've been thinking it's inconsistent (Since he's well....defeated by the combined party, which every individual member is Building level)

If Sumeragi's tier is an outlier, he will be downgraded to "At least Building level" (Fought the combined party), if not, the current rating will remain
 
Well, by powerscaling, the rest of the party in chapter 5 is a lot weaker than what they woulf have been in revelations.

So no, not an outlier.
 
Dragon Corrin is considered City Block level from the explosion made IN Chapter 5
 
This would mean everyone would be City Block level in base by the time they fight Sumeragi in Revelation (Which would mean Awakening and FE 1-5 gets the upgrade via scaling, and since Revelation is canon)
